# How licensing works

> Defining an active member

A user who is considered an active member will require a license to continue to use Unblocked. A license enables users to ask questions in the [Unblocked web app](https://getunblocked.com/dashboard), [Unblocked Mac App](/using-unblocked/on-your-mac), in [your messaging platform](/unblocked-for-messaging-platforms), or via the [Unblocked MCP](/unblocked-mcp/mcp-overview). Licenses also enable developers to receive ongoing [Code Reviews](/code-review) and/or CI reports from the [CI Failure Agent](/unblocked-for-ci).

The following actions define when a user is considered active, and indicate when an Unblocked license is required:

* **Asking a question in the web app, Mac App, or via MCP with an account:** The user may automatically be assigned an Unblocked license or be prompted to request a license depending on the team's [License Approval](/billing/managing-plan#license-approval) setting.

* **Asking 3 questions in Slack without an account:** Upon asking their 4th question, the user will be prompted to create an account to continue using Unblocked, and then may automatically be assigned an Unblocked license or be prompted to request a license.

    Automated answers in Slack do not require a user to have a license.

* **Receiving CI reports from the CI Failure Agent or Code Reviews on 3 pull requests within a monthly billing period, with or without an account:** Upon receiving a CI report or review on their 4th pull request, the user will be considered active and will be automatically assigned an Unblocked license.

    Admins can use the [Code Review User
    Access](/code-review/setup-and-configuration#code-review-user-access)
    setting to control which users are eligible to receive automated code
    reviews.

    Users can control this behavior by opting out of the CI Failure Agent at
    the bottom of any CI report they've received, or by [disabling the CI
    Failure
    Agent](/unblocked-for-ci#configuring-ci-failure-agent-reports-in-personal-settings)
    under Personal Settings.
